The Australian skipper has claimed 309 wickets in 71 appearances with an impressive average.
Australia's chair of selectors the selector has confirmed that skipper Cummins will have a crucial role in the forthcoming historic rivalry.
There were concerns that Cummins might miss the series due to a stress fracture in his back that was still troubling him.
Previous updates from the Australian camp suggested no definitive call had been made regarding his involvement, with the five-Test series set to start on the 21st of November in the WACA.
The selector shared that Cummins is "building up" and felt positive about his chances of being involved.
"We're aware that the clock is ticking and multiple considerations at play, aside from the physical problem, but further aspects," Bailey remarked.
"The outlook is good. There's strong faith that he's going to play a major part. Ideally it's the first Test. If not, we'll adjust."
Past Concerns
He was sidelined the white-ball matches against both Asian and Trans-Tasman rivals recently after examinations confirmed a stress reaction in his back.
There is a track record of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a short span.
Cummins stated he would be proactive in his approach in his comeback strategy to ensure his availability for the Ashes.
Bailey noted that he did not know if he had started his bowling workouts as part of his rehabilitation but admitted it was "pressing" for him to recover fully for the opener.
Contingency Plans
Should Cummins not be fit, veteran batsman Smith will lead the side.
The talented all-rounder was excluded lately from Australia's squad for their one-day international series against India as a precautionary measure because of an abdominal issue.
He labeled it as a "minor" injury and stated that he's scheduled to appear in the Sheffield Shield, so will be "well-prepared to deliver overs."
"Extensive planning has gone into developing the strategy for him to participate for the first Test as an all-rounder," Bailey explained.
"Originally, he'd only feature in the initial matches regardless. The way he swings the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to approach this more conservatively."
